Course Overview
HMA programmes and explosive risk mitigation systems require more than technical activity. Sustainable capability depends on governance, standards, procedures, competent personnel, quality management, information management, operational planning, risk management, training systems, equipment, reporting and institutional confidence. This advisory service provides specialist support to help clients review current capability, identify gaps, validate performance and develop practical improvement plans. Support may be delivered as an independent programme evaluation, a focused technical review, a capability assessment, a validation activity, an exercise package, a mentoring programme or part of wider institutional development.

Innovation, Research and Development Support GERMA can also support innovation, research and development activity by using available IPSTC and HPSS facilities, training areas and controlled operating environments to help clients and partners explore, test and validate emerging concepts. This support may include detection, sensor, mechanical, UAS, data, training-aid and operational trial activity where suitable facilities, permissions, safety controls and technical supervision can be arranged. The aim is to provide a practical environment where new ideas can be assessed against realistic operational requirements before wider adoption, procurement or field deployment. Support may include:
• Detection technology familiarisation and trial support.
• Sensor and multi-sensor concept testing.
• Mechanical clearance or mechanical support trials.
• UAS, mapping and data-collection trials.
• Controlled training-area demonstrations.
• Operational workflow and integration review.
• Development of test plans, observation criteria and trial reports.
• Support to innovation events, demonstrations and partner engagement.
• Review of safety, suitability, limitations and operational relevance.
• Recommendations for further development, refinement or validation.
• Explosive range trials and controlled demonstrations, including assessment of disruptors, low-order techniques, point focal methods and other approved explosive tools or procedures, subject to competent authority approval, qualified supervision, range safety controls and authorised SOPs.
This support is advisory and developmental. It does not imply certification, accreditation, procurement approval or operational endorsement unless separately agreed by the relevant authority, client organisation or competent body.

Delivery Format
Delivery may include document review, remote consultation, field visits, stakeholder interviews, workshops, facilitated self-assessment, operational observation, table-top exercises, field validation, red teaming, mentoring, reporting and presentation of findings.
Prerequisites
Entry Requirements
The client should define the purpose of the review, intended outcome, programme scope, available documentation, access arrangements and key stakeholders. Where field validation or operational review is required, access to relevant sites, personnel, procedures, records, equipment and safety arrangements should be agreed in advance.
On completion
Expected Outcome
On completion, the client should receive a structured assessment of relevant findings, strengths, gaps, risks and recommended improvement actions. Where required, GERMA may also support the development of an improvement plan, revised procedures, training pathway, validation framework or phased capability development roadmap.
